Author a letter as a markdown doc anywhere and dispatch it by reference.

Acceptance Criteria

A markdown letter authored anywhere can be dispatched by reference (![[new letter]]).

Dependencies

Milestone gate: M17-The-Spaceship (Hero editor + LHSB) must land first.
