⚙️ Settings — events.md + tasks.md

Seed two Settings docs (M15 contract: frontmatter classifies, yaml fence
configures): Settings/events.md (tag defaults, the evt-bastion- 🆔 scheme,
Schedule formatting) and Settings/tasks.md (default project, due-parse
defaults) — each with a ## How to Use. Read by the task/event compose paths.

Acceptance

Both docs seeded by the first-run scaffold, classified type:"[[Settings]]" with
a yaml config fence + ## How to Use; the compose paths read their values. See
M20-Events-And-Tasks · M15-Settings-Contract-V2.
