The popover the marginalia key opens: three toggles — highlight (on),
daily note (on), prompt (off, labelled later) — plus a free-text thought
field. ⏎ commits, esc cancels (no writes). Bare-tty drawable (no graphics
dependency); follows the DPN reactor-console aesthetic (square, accent-only).

The prompt toggle is a deferred stub: committing with it on records intent
only (the live Claudian discussion wires in later).

Acceptance

Key opens the popover with correct defaults; toggles flip; thought field accepts
input; ⏎ returns the chosen routes + text; esc returns nothing. Renders on a
bare tty. See M18-Marginalia.
