🔗 Annotate verb wiring (end-to-end)

Wire the verb: the marginalia key, when the focused host is a Tome RegionHost
with a selection, opens the popover (M18-I04); on commit, fan out to the source
write-back (M18-I02, via the resolver M18-I01) and the Daily Note append
(M18-I03) per the toggles. The capstone that makes the reading session real.

Acceptance

End-to-end: open Leo XIV - Magnifica Humanitas in the Tome → select a passage
→ marginalia key → type a thought → → the source gains the ==highlight== +
> [!note] (renders on reopen) and today's Insights gains the linked entry.
cargo test + clippy clean; bare-tty; cold-open not regressed. See
